Anytime you emerge -u world is run and there is a updated version of xine-lib,
it breaks xine-ui. xine-ui has to be compiled against each new version of xine-lib.

yes, this is true, when we have forced rebuilding of down-tree-dependencies in portage, it will be possible to fix it, until then, just remerge xine-ui with new versions of xine-lib...
