uclibc lacks the getloadavg function, just like Cygwin and some almost dead Unices. There is already a dine to disable the support. Simply add uclibc to the list.

Reproducible: Always

Steps to Reproduce:
1. emerge pbzip2 on a uclibc system

Actual Results:  
Emerge died at the src_compile stage because getloadavg is undefined

Expected Results:  
pbzip2 merged into the system

I have applied it to 1.0.2-r1 and slightly cleaned up the ebuild in the process.
