The missing item is a call to intltoolize at configure. If you want this badly and as soon as possible, here's a dirty trick to have this compiled: launch emerge, and as soon as configure starts hit CTRL+Z, then type: cd /var/tmp/portage/x11-libs/libcompizconfig-0.7.8/work/libcompizconfig-0.7.8 intltoolize --force and then type "fg" to resume build. For me this worked.
