I tried already to reemerge ruby-gtk2 and gnome-art, but no changes.

Appparently the software isn't maintained anymore as written on http://www.miketech.net/gnome-art/ But there is a next-generation gnome-art tool: See bug #220575: http://bugs.gentoo.org/show_bug.cgi?id=220575 Maybe the package "gnome-art" should be removed from the portage?
Maybe this bug should be closed : this soft will not be updated anymore, and a new version already exists, with a working ebuild : http://bugs.gentoo.org/show_bug.cgi?id=237656 ?
