currently it depends on app-arch/unrar when app-arch/rar can do the job as well

Reproducible: Always

Steps to Reproduce:
1. install app-arch/rar
2. try to install rox-extra/archive with the rar USE flag enabled


Actual Results:  
app-arch/unrar gets pulled when it isn't needed

Expected Results:  
app-arch/unrar does not get pulled
