dev-libs/openssl-0.9.8h-r1 has been stabilized, but fails to build when distcc is used for parallel build

Reproducible: Always

Steps to Reproduce:
1. emerge dev-libs/openssl-0.9.8h-r1 (bug found by emerge --update --deep world)

Bug is due to a misconfigured system.
