This ebuild I ran across at
http://csociety-ftp.ecn.purdue.edu/pub/gentoo-portage/dev-python/mod_python/mod_python-2.7.8.ebuild
 looks pretty decent and will enable compiling of mod_python for Apache 1.3

Note that you will need to check if it sets -DEAPI (not allowed as a configure
flag) otherwise it will not be compatible with the default Apache 1.3 ebuild

this ebuild is already in the portage tree!
