Adds lirc use flag test and resulting configure params...  Seems the config
script goes ahead and uses lirc if it's on your system, so this tests to see if
lirc isn't in USE.

just committed this to lates 0.99.2, sorry it took so long. Next time please mention the package somewhere in the ebuild, it's now only to be found in the actual diff.
