Looks like DISTCC_DIR is not set right, so distcc is trying to use '/.distcc' for its scratch space. The question is why DISTCC_DIR wasn't set properly... please post your 'emerge --info' output
I don't recall unsetting it, but for some reason PORTAGE_TMPDIR was unset in my make.conf on this server. So, set it, and lo and behold, it works. Sorry for the noise.
