This license is only used on the media-sound/gsm package, and it is straight from the COPYRIGHT file in the gsm sources.  It may very well be an OSI approved license, but I dont think it should actually be named OSI-Approved.

Done, and confirmed by grepping entire gentoo-x86 cvs tree that nothing else is using it.
