If I was into guessing (well, actually I am), I'd say you need to update your autoconf (or run 'emerge -upvD world' once in a while).
OK, I missed the first two lines. But anyway, >=sys-devel/autoconf-2.62-r1 shold fix it.
Looks like this bug should be turned into stable request for either sys-devel/autoconf-2.62-r1 of sys-devel/autoconf-2.63 (if there's no such yet)
emerge -av autoconf made a downgrade from sys-devel/autoconf-2.63 to sys-devel/autoconf-2.62-r1 after that emerge -NuavD world finished successfully including sys-libs/db-4.5.20_p2-r1 Thanks for the helpful hints!
