Having installed kde-base/kweather-4.1.2, it is not available in the list of widgets to add to the panel. Not sure what other information is pertinent. It's just not there. # qlist kweather | fgrep .desktop /usr/share/apps/kweatherservice/weather_stations.desktop /usr/share/kde4/services/kcmweatherservice.desktop /usr/share/kde4/services/kcmweather.desktop /usr/share/kde4/services/kweatherservice.desktop

I have the same problem
Confirmed on ~amd64, no kweather widget.
same problem here
Still the same problem with kde-4.1.4 and kweather-4.1.4
And the same problem is still here under KDE-4.2.0 (on ~amd64)..
On KDE4.2 there is a Weather LCD plasmoid which works, in theory. Whenever I try to add my location to it, it causes the Plasma desktop to crash, but that's a bug that has already been reported upstream and occurs across multiple distros. I'm not sure if this applet is the new "KWeather" or not though.
@Will.B LCD Weather Station crash (and some other crashes as well) has been fixed in qt-gui-4.4.2-r3 Btw, this bug should be closed as invalid - kweather is not plasma applet. ebuild description has been updated for 4.2.1
