The above message shows as a "blocks" during a world update.  As far as I can tell it's because of the line

    !<gnome-base/gail-1000"

in $PORTDIR/x11-libs/gtk+/gtk+-2.14.3-r2.ebuild .

(Because I stupidly removed the previous version of gail and this library in a forlorn attempt to work around this bug most of my Gnome system is now rather broken.  I can try to devolve gtk+ but hopefully this bug is an easy fix.)

Steps to Reproduce:
1. emerge --pretend =gnome-base/gail-1.22.3 =x11-libs/gtk+-2.14.3-r2

Actual Results:  
These are the packages that would be merged, in order:

[ebuild  N    ] gnome-base/gail-1.22.3  USE="doc -debug" 
[blocks B     ] <gnome-base/gail-1000 (is blocking x11-libs/gtk+-2.14.3-r2)


Expected Results:  
Something along the following lines:

These are the packages that would be merged, in order:

[ebuild  N    ] gnome-base/gail-1.22.3  USE="doc -debug" 
[ebuild  N    ] x11-libs/gtk+-2.14.3-r2  USE=?

(or in my case 'ebuild U' or 'ebuild R').

The blocker is correct: >=x11-libs/gtk+-2.14 provides the libraries formerly provided by gnome-base/gail: to fix your system at this point, all you would need to do is:

# emerge --ask '>=gnome-base/gail-1000' '>=x11-libs/gtk+-2.14'

So update gail first (emerge -avu gail). Maybe you need to add gail to package.keywords or remove gtk+ from that file.

Adding 

gnome-base/gail x86 ~x86

to package.keywords and then re-emerging fixed it for now; thanks.

I was able to resolve this issue by masking both gnome-base/gail-1000 and x11-libs/gtk+-2.14.3-r2
