/var/run/openldap
and
/var/lib/openldap-*

perms are not right after an upgrade from 2.0.27

The ebuild is currently setting the right perms, they just don't take effect
if the files where already there

2.0.27-r4 has been updated with some code to facilitate the move from root to ldap... thanks for the report! :)
