The two tools above are meant to be used by root; while users could enquire for the presence of alternatives, they cannot change them, so the two tools makes no sense to users.

As for FHS, as the tools are designed for root, they should live in sbin rather than bin.

no they arent root-only

the -E option and such can be used by users to select an alternative toolchain ... and i know people who have used that in the past
