Attached (in a moment!) is an updated php-ext.eclass, as discussed with robbat2
this evening.  Changes:

1) Now supports the new directory structure /etc/php/sapi-php?/.  
2) Supports adding extension|zend_extension to more than one php.ini file
3) Supports adding extension-specific settings to php.ini file

For an example of it in use, please use the latest ebuild from bug 23360 -
turck-mmcache.
