This file is installed by Gnome itself. You need to file a bug upstream at http://bugzilla.gnome.org -- there is nothing Gentoo can do about it.

Alexey, besides bugzilla I've seen many gnome translation bug reports were resolved in the following mailing list:

http://mail.gnome.org/mailman/options/gnome-cyr
