dev-libs/libpcre-7.7-r1 was committed straight to stable on 30 Jun 2008. The 7.6-r1 version was removed from the tree a couple of days ago and should not show up anymore in a sys-apps/portage dependency graph (so you should probably run update-eix or avoid using app-portage/eix under the assumption that it reflects the current state of the tree). All in all that means that your system is out of date, and possibly your portage tree too. Run `emerge --sync; emerge -vuaDN world' to see if that fixes the problem the Summary describes.
