core CGI::Fast uses the non core FCGI.

Do we have to split it?

No.

CGI::Fast was first released with perl 5.004, deprecated (will be CPAN-only) in v5.19.7 and removed from v5.21.0

[Not handled by any virtual at the moment, i.e. anything that depends on it will just start using a separate dependency || ( <dev-lang/perl-5.22 dev-perl/...) in the future.
