The opacity of the background is not set right for the background of text that comes with the windows in the shift switcher module.

Reproducible: Always

Steps to Reproduce:
1. Open compizconfig
2. Go to Shift Switcher
3. Go to Window Title Display
4. Click background color
5. Set color to white (or whatever) and set opacity to 20
6. Click Apply

Actual Results:  
Color of background is not almost transparent.

Expected Results:  
Color of background should be almost transparent.
