At the moment, the bug page layout is in Microsoft Outlook mode: The textarea to enter a comment is above all existing comments. (Even though the site default is to order comments per date in ascending order.) Please move the box below all comments. These guys had the same breakage and fixed it already: https://bugzilla.redhat.com/show_bug.cgi?id=457022 In the long term, you could consider to make the order of textarea vs. existing comments a user preference. No, it's going to stay at the top of the page until it's user-customizable (talk to upstream and get that integrated in Bugzilla 3.2). - Developers using bugzilla most often don't need to scroll down the list of comments, because they saw the most recent comment in their email. - Developers make up the majority of the bugzie usage (if you saw the statistics I did on our bugzilla in November 2006, you'd see that the top 3 developers account for 15% of the bugzie traffic). So until it's customizable, it's not being changed.
