Bandwidth limiting pipe. Throttle copies the standard input to the standard output while limiting bandwidth to the specified maximum. Tiny, but quite useful utility, no dependencies at all.

Hi Mike, Thanks for your contribution! Do you have a suggestion for the category for this package? I opted for net-misc myself (since the use of limiting the bandwidth is mainly for over networks, I guess), but on the other hand, the tool itself doesn't do anything with netork, does it? Just streams. Anyway, your ebuild looks very trivial (lovely!) and fine to me. I'm considering adding it to the tree.
