New ebuild for media-gfx/wally-1.0.0

Wally is a Qt4 wallpaper changer, using multiple sources like files, folders, Flickr community and Yahoo! It runs under Linux and Win32 (MacOSX w.i.p.). Gnome and KDE WMs are supported (XFCE untested).
