Why does eix not list files from kde-svn? Even if I add the repo explicitly with update-eix -a /var/paludis/repositories/kde

eix does not support the extensions and formats used in that overlay. This will probably not change anytime soon (maybe never).

Marking as invalid, because it is no bug if eix does not support a format
unsupported by gentoo.
