This is an intentional part of the glep56 migration. Maybe we should make it a warning until we've finished the migration.
A huge +1 for making it non-fatal from me. In Prefix I'll have to keep on using that anyway, since metadata.xml files do not contain a CVS $Header: $.
Out of 150 categories, 37 aren't converted. Many packages in those 37 categories are converted but any category that has even 1 package that's not converted causes the whole category to stand out. Making this non-optional was done because many developers were adding packages or items to use.local.desc without metadata.xml causing us to have categories reverted from completed status.
I guess this has been fixed for some time now.
