I recently updated Python and when running python-updater, I see it is trying to emerge masked packages.

Reproducible: Always

Steps to Reproduce:
1. Run python-updater

2. Watch update fail
Actual Results:

Please run `emerge -vuaDN world'. Running `emerge -vp depclean' should also prove informative - chances are that sys-libs/libcap isn't in your world file and that nothing depends on it, so that it never got updated. The other option is that you simply didn't run `emerge -vuaDN world' for a good while (the version you have was added to the tree in February 2005 and removed from the tree in March 2008[1]).

Please reopen this bug only if that turns out to be horribly wrong and it turns out there is a Third Way. :)
