I had the same problem (and with x11-libs/qt-sql too) because of /usr/lib64/libecpg.a that was still there from a 8.0 install, unmerged dev-db/postgresql-8.0.15 (equery belongs /usr/lib64/libecpg.a) and did a 'eselect postgresql set-all 8.3' followed by 'eselect postgresql update' (don't know if the last one is mandatory). And now, happily merging qt :-)
I had to manually create the symlinks specified in the postgres_symlinks array in /etc/eselect/postgresql/slots/8.3/base for anything which depends on postgresql-base to compile.
