According to the init script, the init script will return an error 1 if it can't find /etc/no-ip2.conf and can't start noip to create this file. Please check you have /etc/no-ip2.conf or copy your config there.
oh and could you also try openrc-0.3 ? I haven't tested 0.4 yet.
no updates in 10 months, works just fine with openrc-0.4.3-r3. Closing worksforme. Please feel free to reopen if this is not fixed for you.
