You cannot have a version lower than python-2.3.6-r2 and python-updater-0.5 on the same system. Since you have python-2.1.3-r1 on your system, this is an appropriate error message. I recommend you clean up your system, unmerge python-2.1.3 if you don't need it (unlikely) and carry on.
