The ebuild does not auto-create and remove python modules.

If this is the case the modules are created by the first time when hplip runs
as root. When hplip is uninstalled the python modules remain on the system as
they are not under the control of the package manager.

Oh, this has already been handled in bug #203669 for hplip-2.7.12. And hplip-2.8.6b is now stable anyway, so I think this one could be closed.

That's the plan, but hplip-2.8.6b isn't stable yet on all arches. I'll close this when all is done.
