I'm hitting the same problem as raised in
http://bugs.gentoo.org/show_bug.cgi?id=202790#c4

I still can not reboot or shutdown guest OS. The error message is:
myguest ~ # shutdown -r now
shutdown: /dev/initctl: No such file or directory
init: /dev/initctl: No such file or directory
myguest ~ # reboot
WARNING: could not determine runlevel - doing soft reboot
  (it's better to use shutdown instead of reboot from the command line)
shutdown: /dev/initctl: No such file or directory
init: /dev/initctl: No such file or directory

I'm trying to use as less unstable packages as I can and here is what I've got:

sys-apps/openrc-0.2.5
sys-apps/baselayout-2.0.0
sys-apps/sysvinit-2.86-r10 (stable)

It was no big fat warning message about overwriting anything so I don't know how could I did something wrong.

Are you sure you should be able to reboot or shutdown a guest OS?

I was always under the impression that the proper thing is to do reboots and startups/shutdowns from the host.

Good question.
I've found the follow documentation: http://linux-vserver.org/util-vserver:InitStyles 
"You must use "reboot -f" or "halt -f" to restart or shut down from within the guest."

I tried and it works, so the bug is almost an invalid. 
But should we try to improve it and suggest to use "-f", instead of the strange system error?

btw, the same message appears the I'm trying to shutdown guest OS from a host.
So I think it should be some fix for it.

vserver db stop

 * Stopping syslog-ng ...      [ ok ]

you should not replace the shutdown.sh/reboot.sh scripts, to get them back use the following command on the host:

/usr/lib/util-vserver/distributions/gentoo/initpost /etc/vservers/myguest /usr/lib/util-vserver/util-vserver-vars

i missed you rebooted from inside, which makes my comment invalid too ...
