A few recent syncs have brought in updated ebuilds that now depend on virtual/postgresql-base instead of the former dev-db/libpq. However, there is no port of virtual/postgresql-base in Prefix yet.

Packages that I have found that now depend on postgresql-base:

dev-libs/cyrus-sasl
dev-perl/DBD-Pg
dev-python/psycopg
dev-ruby/ruby-postgres
x11-libs/qt-sql
x11-libs/qt
