Pan news reader keeps downloading even when it cannot save the files for whatever reason and continues to do so until the queue is empty.

Reproducible: Always

Steps to Reproduce:
1. select some files/articles to download from nntp
2. set location to a (nearly) full directory OR one type in a directory path that does not exist (e.g. typo) OR select a directory to which one does not have write permissions


Actual Results:  
pan will continue to download even when it can't save files wasting bandwidth

Expected Results:  
pan should pause/terminate download and given an error message

AFAIK this isn't new to 0.13x, and I know it has been reported upstream.  So this can probably be resolved UPSTREAM.
