See summary. People with older systems running "emerge system" will get this collision.

That block would not be able to be mutual since the older ebuild is no longer in the tree. I'm suggesting this solely to avoid inconveniencing users with older installs, since they'll get a collision. Come to think of it, they'll only get a merge failure with FEATURES=collision-protect, which is still off by default, so maybe it's no big deal.
