I have set up a new rsync mirror a few months ago, testing it with a limited 
amount of users over the time. Seems to work flawlessly, so I decided to make 
it finally available to the public.

The machine is located in Karlsruhe, Germany hosted by Schlund & Partner at a 
somewhat decent connection somewhere in the "multiple gbit" range (maxing out 
the 100BaseT is no issue :))

Again, I apologize for my earlier delay in responding.  The server still
seems to be unavailable, so I'm going to close this bug.  If the server
does become available in the future, feel free to reopen this bug.
