dev-java/sun-jce-bin-1.6.0 needs a manually fetched file. The url to the file in the ebuild message is wrong:
http://javashoplm.sun.com/ECom/docs/Welcome.jsp?StoreId=22&PartDetailId=jce_policy-6-oth-JPR&SiteId=JSC&TransactionId=noreg

It should be:

or possibly:
