When I emerge ncurses, the configure fails with:
error: C++ preprocessor "/lib/cpp" fails sanity check

I have /lib/cpp and can run cpp --help

I am starting a stage 1 build. I did a emerge sync, then I was going to update portage, 
hence it got stuck on ncurses.

Reproducible: Always
Steps to Reproduce:
1. after emerge sync I 
2. emerge portage 
3. ncurses begins config
4. config fails as stated above. 

Actual Results:  
error: C++ preprocessor "/lib/cpp" fails sanity check



From the config.log:
configure:9330: result: /lib/cpp
configure:9345: /lib/cpp  -DNDEBUG -D_GNU_SOURCE conftest.cc
cpp: conftest.cc: C++ compiler not installed on this system
