In chapter 3, before Code Listing 4.4, doc says:

"lircd needs to know the device to use. Add the following line to /etc/conf.d/lirc.conf."

But this file is wrong, the right one is /etc/conf.d/lircd:

# emerge lirc
...
...
# qlist lirc | grep conf
/etc/conf.d/lircd
/etc/conf.d/irexec
