It's pretty unlikely that this isn't a local problem. Maybe emerge -1 libtool and a revdep-rebuild run afterwards helps you. I had thought of that shortly after posting this, and sure enough it seems that after doing a revdep-rebuild it has started to compile. I will see by tomorrow morning.
