The issue you're having is clearly explained by the error message you're pasting. Hint, review your /etc/conf.d/apache because your Apache doesn't include PHP currently Additionally, there's no emerge --info, there's no info about versions of packages used. If you're using a web app, there's no information about the web server version you're using or it's configs.
