Reproducible: Always

Steps to Reproduce:
1. emerge =sys-libs/timezone-data-2008c

Actual Results:

I cannot reproduce the error. Please run `emerge --sync' again and then see if the original command you ran still fails. Reopen this bug if it does fail.
