The package sci-misc/brlcad-7.12.2 from the science overlay and dev-tcltk/itcl-3.3-r1 install both the following files:

Could you be pulling from a local ebuild?  The current brlcad 
http://overlays.gentoo.org/proj/science/browser/overlay/sci-misc/brlcad only has brlcad-7.10.4.ebuild.  I looked at the revision log and didn't find anything newer either.
