kde-base/artsplugin-mpg123-3.5.9 has not been marked stable as the rest of the KDE packages, so it requires kdelibs-3.5.8 while the rest of the KDE packages needs kdelibs-3.5.9.

Reproducible: Always

Steps to Reproduce:
1. emerge -vp world

Actual Results:
