I can't emerge alsa-lib with the strict feature set, because it hasn't a Manifest.

Reproducible: Always
Steps to Reproduce:
1. export FEATURES="strict"; emerge alsa-lib
2.
3.

Actual Results:  
It fails because there is no Manifest present.

Expected Results:  
It should have compiled without errors.

Some extra info about the bug. Here is the error message:

arno root # emerge -u alsa-lib
Calculating dependencies ...done!
>>> emerge (1 of 1) media-libs/alsa-lib-0.9.4 to /
!!! No package manifest found: /usr/portage/media-libs/alsa-lib/Manifest

I checked the CVS via the web page and there isn't a Manifest present.
So re-rsyncing the portage tree isn't going to solve it ;-)

I attached the Manifest for alsa-lib.
