The foomatic packages have recently had their version numbering altered to include a 3.0 in front, apparently foomatic's dependency list hasn't been updated correctly to include that so it's trying to include the 'old' package name for foomatic-db-ppds. Please unmerge it and then do a emerge -uDp world again. If it still gets pulled in please reopen this bug and attach the output of a emerge -uDpt world.
That fixed it for me too. Would it be possible to have a mask or something to warn that it needs to be removed?
