kde 4.0.4 is the latest stable version of kde and it would be nice to have ebuilds (even if masked) for it. The src is at various mirrors including: 
ftp://ftp.kde.org/pub/kde/stable/4.0.4/src

Jorge has done most of it, I will review it before committing it, and that takes time.

I understand, I simply hadn't seen a bug request for it, and it is my understanding that this is the correct method of starting the process.

As always, if the dependencies are satisfied, the 4.0.3 ebuilds might work by copy/renaming them but the "inherit kde4-base" makes it harder for the non ebuild savvy to analyze.

Basically for mainstream apps such as KDE we do follow upstream and will be aware of it before you are. Therefore we prefer that you give us at least a week before filing a bug. We usually have a reason why it takes a few days before the bump goes in the tree...

There is no need to make developers lose their efforts to such kind of requests. Major events are always handled.
