After adding gnome overlay and some packages upgrading to 2.23, gnome-base/gail-1.22.1 is not in the overlay and blocks x11-libs/gtk+-2.13.0.

After unmerge gail and re-merge gtk+, we can re-merge gail and the blocking is gone.

Reproducible: Always

Steps to Reproduce:
layman -a gnome
emerge -1 =x11-libs/gtk+-2.13.0
Actual Results:  
gnome-base/gail-1.22.1 is blocking x11-libs/gtk+-2.13.0

gail will report file collisions:
