We have to upgrade Portage's mirror script to not mirror the files in this
package (ie, we need a way to mark them as non-mirrorable).

This should be decidable on a per-URI basis.

there was talk on a RESTRICT=yes variable that could possibly be added to ebuilds.

I added RESTRICT="nomirror" but haven't added per-URI restriction yet.  Need to
figure out a good syntax first.
