Reproducible: Always

Steps to Reproduce:
1. build a kernel (gentoo-sources: 2.6.24-gentoo-r4) WITH sysvipc
2. emerge apache
3. /etc/init.d/apache2 start

Actual Results:  
[crit] (38)Function not implemented: mod_rewrite: could not create rewrite_log_lock
Configuration Failed


Expected Results:  
Apache should start :)

Well, it turns out that I didn't have /boot mounted when I copied the new kernel with sysvipc.  I am not able to test apache right now, but I do not think this error message will persist.

I was able to test Apache and it started successfully.
