# consolefont specifies the default font that you'd like Linux to use on the
# console.  You can find a good selection of fonts in /usr/share/consolefonts;
# you shouldn't specify the trailing ".psf.gz", just the font name below.
# To use the default console font, comment out the CONSOLEFONT setting below.
# This setting is used by the /etc/init.d/consolefont script (NOTE: if you do
# not want to use it, run "rc-update del consolefont" as root).
consolefont="default8x16"

# consoletranslation is the charset map file to use. Leave commented to use
# the default one. Have a look in /usr/share/consoletrans for a selection of
# map files you can use.

# unicodemap is the unicode map file to use. Leave commented to use the

I'm pretty sure it's not an OpenRC supplied script generating that error.
Sadly, the script name is hidden by a bug fixed in openrc-0.2.3 (hopefully in portage soon).

In the meantime, please post the output of
grep "setting consoles" /etc/init.d/*

yes, I had the same feeling, but I didn't know how to debug.
Here it goes:

bash$ grep "setting consoles" /etc/init.d/*
/etc/init.d/unicode: ebegin "setting consoles to UTF-8"
bash$ equery b /etc/init.d/unicode
[ Searching for file(s) /etc/init.d/unicode in *... ]

It looks like I've got this old version of script from wiki:
http://gentoo-wiki.com/HOWTO_Make_your_system_use_unicode/utf-8

I'll try to get a new version and see how it goes. Anyway, I know there to dig now.

Thanks!
